Height is not the only consideration
Retaining walls 1 metre or more in height require a building permit. A lower wall may also require one where it relates to other building work or the protection of adjoining property. Send the wall layout, retained heights and relationship to neighbouring land so the proposal can be assessed.
Show the whole site arrangement
Include finished ground levels on both sides of the wall, nearby buildings, driveways, boundaries and any fence above the wall. Loads near the top of the wall, drainage, excavation and neighbouring foundations may affect the engineering and building surveyor’s assessment. Multiple walls should be shown together.
Permit assessment and inspections
VBS reviews the application, engineering and relevant site information, identifies missing documents and assesses the applicable building requirements. A permit may specify inspections before concrete placement or covering work. Your builder should arrange those inspections at the required stages.
Documents to prepare
Provide the address, title and plan of subdivision, a dimensioned site plan, wall sections and levels, structural engineering and relevant geotechnical information where required. Identify easements and services. Include photographs of the site and details of any proposed fence or other structure supported near the wall.
Adjoining property and other approvals
Work close to a boundary can require further assessment of adjoining-property risks and the possible need for protection work. Planning controls and authority approvals are separate matters. Do not start excavation requiring a permit or associated approvals before those requirements have been resolved.
Frequently asked questions
Does a wall below 1 metre always avoid a building permit?
No. The relationship to adjoining property and other building work matters. A height-only rule can overlook important conditions.
Should the fence above the wall be shown?
Yes. Include the fence height, materials, location and structural connection, together with the retained ground levels. The wall and fence arrangement needs to be understood as a whole.
Can VBS design my retaining wall?
The structural design should be prepared by the appropriate designer or engineer. VBS provides building surveying assessment within the agreed appointment, separate from the design role.
